What you can count on
The fee, if there is one, is on the same screen as the amount.
A business payment shows the fee before you confirm, just like a personal send.

Sending to another PayPal balance
The confirmation screen shows whether a fee applies before you send.
A different currency
If the payment converts currency, the rate and the fee are on that same screen.
Paying a seller
Checkout shows the seller’s total. Any PayPal fee is listed before you confirm.
Requests
Asking to be paid does not take money from you. A fee, if any, is shown to the person who pays.
Business payments
The same rule: the fee is visible before a payout is sent.
